1982 holiday 25 throttle and prop

I have a 1982 cruisers inc holiday 25 with a Volvo penta 260. When I start the boat the propeller automatically starts spinning. When I put it into gear forward, the prop doesn't spin it only revs up. When I put it in reverse the prop spins. Then when I go back to forward the prop stops spinning again. Any ideas why?

Check the oil level?
It sounds like the linkage is messed up.
Unhook it under the cover on the drive.
Then try shifting by hand and see if it shifts right then.
It's possible the cable hold down came loose?
Maybe needs a new cable?​
