1983 25Hp Merc: What is this part called

It is a 3 pronged fixture covering the flywheel; the manual start cord is underneath (spring loaded) and coiled around an 8" plastic wheel that connects to the flywheel for manual cranking. Mine is broke and looking for a used part.

The black circular disk underneath that the pull cord is wrapped around. This piece is pressed onto a sleeved (bearing??)
