1983 35hk seahorse realy hard throttle.

Hi.
So iv finaly got my 83 running with a second hand lower unit.
Iv lubricated the engine, and also tried to get som grease in the throttle arm(halfmoon) on the engine but no go. The grease wount go in at all, and the throttle is pretty hard. By pushing on my throttle arm with several pounds of force I get it from 1/3 to max speed.
Iv understood this might be normal problem, and that heat might fix it, but unsure where or how I should apply the heat.

Also should these engines have 50:1 or 100:1 oil.

in neutral. it will only go 1/3 around, idle stop, stops the throttle, be sure the idle stop is droping out of the way.

Sorry for not explaining good enogh. This is while driving, so its realy hard to get the engine to spped up since something seems to be slow.
Its not the cables. Iv been checking the lever the cables onnet to and it seems hard to push.
