1983 402 manual starter reassembly

Can someone tell me how to reassemble the recoil starter. The pawls are not coming out to engage the flywheel. I replaced the little spring on the pawl retainer plate and it holds the plate back with the pawls retracted. Is it only centrifugal force that overcomes the retainer plate spring allowing the retainer plate to rotate releasing the pawls? Also, how many turns to tension the spring?

Hi,

Find a picture of it. crowleymarine.
Friction makes the pawls move out.
Crank the spring tight enough so it retracts the rope when you let it go after pulling it out. 4 or 5 turns if memory serves me well.
