1983 40hp mercury outboard tiller throttle settings

I dont know how to setup the tiller throttle settings on my 40 hp merc. I had to replace a plastic piece and now cannot get the settings back to normal. Theres a spring inside the main portion of it and i dont know how to adjust it properly. Anyone have any ideas?

K so im assumeing that is how you set the timeing, so now if anyone know how to set the timeing on the motor. Thanks
