1983 50hp mercury fuel starving

I have a 1983 mercury 50hp 2-cycle. I have cleaned the carbs, replaced fuel lines, replaced primer bulb, replaced diaphram, and gaskets. But it seems to be starved for gas. It will not get full speed unless I keep priming the bulb.once the primed gas is gone it will only go 1/4 of speed.any suggestions?

The fuel pumps are on the sides of each carb, when you cleaned carbs did you install the correct carb kit? There are 2 different diaphram kits depending on brand of carb(walbro or tillitson) and they look nearly alike. Also did you install the carb mounting gasket correctly as it has a small hole in it so crankcase pressure operates the fuel pump on carb.

Well i am a new owner, first boat. So when i went to get the diaphram kit, I just asked the sales person and he brought me the gaskets and all but after doing some research and taking the carb off and replacing it, I noticed he didn' t actually give me the diaphram. So I am pissed... I'll go back probably thrusday. ... I'm learning,,, I hope?
