1983 9.9 mariner not getting fuel

Motor not getting fuel.if i put fuel directly into the carb after removing airbreather it runs for a short. With breather of and choke set it sucks air thru the port on the choke flapper apparently satis factory. The bulb doesn't get completely firm and air seems to be entering the filter bowl when bulb is squeezed.

Check:<br /><br /> http://www.outboardrepairs.com/carburetors/ <br /><br />Also check for air in the fuel lines, bad fuel pump and clogged pick up in the fuel tank.

I know this sounds elementary, but the bulb has a one-way valve in it. It has arrows on it indicating which direction the fuel flows. Make sure the bulb (and fuel line) is running in the right direction.
