1983 Johnson J60 ELCTB Motor wont turn off

I have a new ignition switch and a new wiring harness. Motor will not turn off with the key or the emergency kill switch. One boat mechanic told me to pull out the black wire with yellow tracer from the power pack connector and ground out the wire on the block. If it shuts down the motor then the issue is between the ignition switch and that wire. Somewhere in the main harness. Did that, motor stayed running. Why wont this motor shut off?? FYI black w/yellow is the stop circuit.

Your explanation indicates that either the black wire leading from the powerpack to ground IS NOT attached to the powerhead OR it requires having its terminal cleaned as well as the surface it attaches to OR the kill circuit within the powerpack has failed.

Grounding the black/yellow wire leading from the powerpack should absolutely kill the ignition and stop the engine.

No issue with the ground. Connection is good and its clean. Took it off, cleaned up and I have good ground.

And with that clarification, if grounding the black/yellow wire of the powerpack does NOT kill the ignition... the powerpack is faulty.

Since the cd box is otherwise working correctly, you could set the idle so slow that the motor kills when you decrease throttle fully. Or, install a working cd box and keep this one onboard as a spare... as normal cd box failure means zero spark and row/tow.

Installed a new power pack today and my issue is solved. The motor shuts down. Thank for the help!!
