1984 50 hp narrwowing the problem

My motor won't get to full power--made suggested checks, and all seemed ok, took it out yesterday, and tried hitting the fuel primer button on the ignition while at full throttle, and engine immediately responded to full power. To me, at least, this suggests it is a fuel problem and that I have a clogged carb jet.<br />What is the fix for this? Soaking the carbs overnight in a carb cleaner? Is there one brand, or type, that is better than another, or are they all virtually the same. Is there any mechanical way to insure that the jets are clean. Without getting too deep into disassembling something delicate I don't know much about, at least.

I forgot to include but the engine is a Johnson, and I orginally inquired about this problem on 8/12, and am reporting progress I have made...
