1984 90hp johnson trouble starting

hello i know you guys are feed up with me from my other ? but i have a promblem starting my boat.ok i have a 1984 johnson 90hp outboard motor on a pontoon boat i try to start it and it will fire but will not start.this is my first boat im not sure what this lever is below the throttle handle i dont know if that has anything to do with starting .any answers will help thanks to all that responds

If you have a regular Evinrude or Johnson control box which has a single lever that not only shifts the engine bu provides throttle also, that smaller lever is a throttle warm up lever.<br /><br />Lifting that lever opens the throttle butterflies slightly without putting the engine into gear.<br /><br />The proper method to start the engine, especially when cold is:<br /><br />Pump the fuel primer bulb until it is hard. Lift the throttle warm up lever to its stop. Crank the engine with the key while at the same time operating the primer solenoid/electric choke.<br /><br />Depending on which control box you have (its age), you may have a seperate choke/primer solenoid toggle switch, but if not, the switch is built into the ignition switch and activated by simply pushing in on the key.<br /><br />With ther above method, the engine should start at a fast idle, at which time release the inward pressure on the key and lower the rpmss by pressing the warm up lever back to its normal position.
