1984 evinrude 40hp wont start

I have a 1984 evinrude outboard. The electric has been checked out, new spark plugs, carbs rebuilt, new gas line. When we take the top spark plug out it runs for about 30 seconds then dies. When both plugs are in it boggs down and wont start at all. Did a compression test both are 110psi. Im stummped. Any ideals what else to check

Some will argue.-----But have your battery load tested.------Take starter apart for inspection / ohm check on armature / new brushes.------Check battery cables.-----Check lower unit oil.-----How did this motor run last year ?---Any other history ?

Won't start unless you crank it around 300 rpm. Clean battery cable ends. Make sure all connections (e.g., solenoid) are clean and tight. Battery is likely run down from starting attempts -- fully charge it with a bench charger. Measure spark at each plug with an adjustable open air tester (both plugs removed). Look for about 1/2 inch sharp spark to insure that the ignition is operating properly.
