1984 Evinrude 60 Carb Choke question

I have read through pages and pages of searched posts but I am just going to have to post this question. I have a E60ELCRE 1984 60 horse. It has had a hard time starting cold taking up to 4 minutes of cranking . But once it is going it starts on the first turn the rest of the day.
1. I have a new gas tank and hoses to the engine.
2. I checked the filter screen and it is clear.
3. The gas is new.
I have done a carb rebuild on both carbs but I noticed that my top carb differs from all the diagrams I have seem. It has a choke flap and lever with nothing attached to it. I have the electric primer which as understand takes the place of the manual choke flap in the top carb. It is only on the top carb. I am assuming at some point these are not the original carbs. Is this true I should have no choke? could that my starting problem? Any other thoughts?

Do you have the primer system too?
When you push the key in (or whatever method you have to activate it) do you hear a click at the carb, you should.

You said it has a manual choke on the top carb, close it and see if it starts better, it should.

If someone changed carbs so you don't have a primer system, then just hook up the manual choke.

I will check to hear if I get the click when I get out of work. Would I have the choke flap on both carbs if I had a manual choke?
