1984 Merc 90hp Starving for fuel

While out fishing, I started engine to relocate. It starts fine, idles smooth, but will not go over 2000 rpm in drive. I noticed the primer bulb was colapsing, so I crepted home. Changed the filter and blew out line back to the tank to make sure it was clear. Ran engine on driveway, It seemed fine and i could rev to 5k no problem in gear. When I put it back in the water I have the same problem.I made sure the fuel tank vent is clear. Could it be a problem with the primer bulb check valve? If so how can i check it without buying a new merc fuel line?
