1984 mercruiser no start when in water

I have a question i have a 1984 four winn marquise 170 3.0 mercruiser and just had a tune up done and carb rebuilt oil change and new fuel filter. I filled up the tank and started it in my yard with muffs on and starts fine fuel gage shows full. I drive 4 miles down the road launch it and will not start and fuel gage shows empty. Pull from water and go back to the house and it shows full and starts right up. It is almost like it is vapor locked but that dose not explain why the fuel gage goes to empty. Any thoughts going on vacation in a week and want to take it with me

What happens when you say it will not start? Are you getting just a clicking sound, no sound, is the starter cranking the engine over and it's not starting?

It's cranking over just wont start like its not getting fuel but the tank shows empty but when not in waster and hooked up to muffs it shows full and cranks right over and starts
