1985 30Hp Evinrude - Motor goes to max. rpms in when started neutral

Hello everyone,

I am having some problems with my 1985 Evinrude 30HP outboard (model E30ELCOA), and I am having a tough time troubleshooting it.

In order to start the motor, it usually requires me to prime the bulb. Which leads me to believe the motor is starving from gas, which is true because when it does start it runs EXTREMELY lean. When the motor does start, it goes to maximum rpms in neutral and will not idle down. It reminds me of starting the motor with the fast idle lever open and not brought back down.

After I first experienced this problem, I was also having trouble with my gear selection. The forward direction on the controller would spin the prop in the reverse direction. I then rebuilt the carbs and and fuel pump. After I did this, the motor was running good again on muffs in the driveway. I then took the boat out to the lake and after the first time out, it started happening again.

I am wondering if the shift controller has a broken component or there is leakage in a gasket.

Any help on troubleshooting this problem is greatly appreciated!

P.S. - I am also having trouble selecting the correct gear as noted above. About the same time the problem of the motor reving to max rpms in neutral, is the time my forward and reverse are switched. If the motor does run normal enough to put it in gear, my forward and reverse direction are backward on my controller lever (steering control used). When I had the boat running again after I rebuild the carbs and fuel pump, the gear selection was correct. Then once I started having trouble, the gear selection was opposite. I am not sure if this is a separate problem or correlate. But they seem to happen at the same time.

Priming the motor with the bulb is normal. Your gear selector problem kind of cant be happening. It can't just reverse itself and the fuel pump and carb have nothing to do with the shifter. Did you remove the cables?
