1985 50hp throttle

I have bought a 1985 aluminum bass boat I want to restore and it has what I guess is the engine that came on it a 1985 VRO Johnson with the VRO taken off. The boat is looking good so far and the engine runs good sort of. It has about 150 psi on both cylinders. I hooked it up to a set of muffs and it starts right up and idles. If I give it throttle it revs and starts to return to idle but before it returns all the way it revs high and I have to shut it down. I pulled the carburetor covers and messing around I though I would see if the carbs were sucking good. I placed my hand over the top carb and the engine started to choke down as it should. I placed my hand close to the bottem carb and it reved up high again. What in the world is causing this?

Ok I decided to take it apart today and rebuild the carbs. I removed the carb breather and when I removed the back cover the gasket was torn in two places and had a wrinkle. I have two carb kits I bought off ebay so I tried to rebuild the carbs but those kits were pure junk I used the needle and some of the gaskets but the rest was trash. Reassembled and it does OK so far still needs tweeking. Someone with little or no knowledge was been in there there were several small parts under the engine they had dropped. Test run saturday.
