1985-86 Gimbal Housing and Exhaust Ports

Recently acquired an older boat with a Mercruiser MCM200 s/n 0A612778 with a Transom Assy s/n 0A673558 and Drive Unit 0A501205. Never had a Mercruiser sterndrive before and just want to know why there are what appears to be exhaust ports on both sides of the gimbal housing? I started the engine and was using "muffs" and 96% of the water was exiting these ports and very little water was coming out of the center hub. Is this all normal?

Ayuh,... Those are the idle relief ports,... That's pretty much normal...
