1985 johnson 175 with wet plugs?

I have a 1985 johnson 175 outboard that runs fairly well but the plugs are wet with fuel? I put new plugs in and it fires right up but when I shut off the engine and remove a sparkplug it always wet with gas. Is this a lean or rich problem or to much fuel coming in to the cylinder?

Is it wet and carbon? If so, the mix is too rich, too-cold plug, bad fuel-oil mixture, bad oil, worn rings, bad ground on ignition, etc... Just wet? Normal.

The engine doesn't stop instantly when you shut off the ignition, Mugsey. It continues to pump fuel into the cylinders. That wets the plugs. This is a normal condition, especially if you shut it off at above idle speed.
