1985 Johnson linkage adjustments. Link and Sync. Spitting gas and won't idle

I'm looking for the "link and sync" procedure on my model J40TELCOB and can't seem to find one that has the same linkage as mine. I have found some that are similar but none that are identical.
My spark advance linkage is a fixed/non adjustable piece and my spark advance cam doesn't have any marks or indicators of any kind.

My motor won't idle properly and spits gas back out of the top breather port of the top carb. I have thoroughly cleaned these carbs 3 times, and even removed the aluminum cap and lead chunk to get everything clean. Both carbs received rebuild kits. I also replaced the reeds with Chris Carson reed valves as everyone who had the spitting gas problem got told the same thing... Your reeds are bad.
She still spits gas but not as much. It bogs down when i try to twist the throttle a bit at idle but if i hit the primer button it will continue to run. Hold down the choke for too long and it will die.
New plugs, wires, fuel pump, fuel lines, fuel manifold and primer solenoid rebuild. Compression is 90 psi top and 85 psi bottom.

I'm going to decarb it, but would like to make sure that the linkage is set where it is supposed to be.

Compression numbers are no where near what they should be.-----Test with another gauge.-----Tested a similar motor the other day.----Both at 140 psi.
