1985 Mercruiser 3.0L Rough Idle

I have a 1985 Four Winns Horizon 18.5ft cuddy cabin with a 3.0L Mercruiser....engine idles very rough and always has, anything above 1000 RPM is fine. I rebuilt the carb and cleaned it out (was surprisingly very clean to start with), new fuel filter, noticed the contact points on the distrubuter cap were worn so I replaced the cap, new plugs (gapped to spec). I didn't replace the condenser or rotor because they looked okay, but I intend to do that next. I also adjusted the carb as thefactory service manual states. I got the motor to idle at around 600RPM and it will stay there, but it runs very rough(like its missing). Also smells to be running very rich at idle and the new plugs turn black very quickly.

I have good compression 140PSI at all 4 cylinders, as I had the head rebuilt last year. Before I go and replace all the ignition components, does anyone have any other recommendations on common issues I should check?

If its running rich, more than likely there is still an issue with the carb. Is the choke opening completely? Are you sure the float height and drop were set correctly, especially the height. Was the power valve functioning correctly, the pin moving up and down smoothly, are you sure the air/fuel screw is adjusted properly, not too rich?
