1986 190 with water in cyclinders

Any help would be greatly appreciated. I have a 1986 carver montego with twin 190’s. The starboard engine has water in the cylinders. I removed the spark plugs, blew the water out and re-install the plugs. Tried to fire her up and it wouldn’t start and got hard to turn over. Removed plugs again and had water in them. I’m mechanically inclined but kinda a boat engine virgin. From what I’ve read it could be the exhaust manifold or intake manifold? Is there any way to determine what it is without removing and having it magna fluxed? Am I missing something else?

You probably have the fresh water cooled 470 motors so any water can only come from the elbow.. Drain the A/F from the manifold, remove the elbow and inspect for leaks/holes

do you have twin 4-cylinder motors or twin V6's
