1986 25XD bogs down at WOT

I have a WMC 011 Carb.

I have replaced all fuel lines, bulb, connectors, filters. Compression is good. Spark is also good. Rebuilt carb.

Engine bogs down at WOT. I am positive the problem is fuel supply related because at WOT, I can maintain high rpm if I spray gasoline directly in to the carb. At WOT, I noticed that the spray of fuel eventually runs out and therefore causes the engine to bog down. Acting like the fuel bowl supply is running out due to float not adjusted properly. I am confident that the float is adjusted correctly. I also connected the new fuel line from the tank directly to the carb to eliminate air leaks and problem persist.

Question - The high speed jet retainer screw has two holes on the side. The high speed jet retainer screw is also used to secure the bowl to the carb. Does the holes on the side of the high speed jet retainer screw have to be aligned with the slots on the spray tube when securing the bowl to the carburator? It almost makes sense to align the two holes to the slots on the spray tube when tightening the screw to secure the bowl otherwise it may be blocked.

If there is anything else I missed, please advice.
