When you select reverse the reverse lock cam, item 50 in this link:

allows the rod to ride up the side of the cam, pushing the locking pawls over the pin. This action should be happening when you shift the boat controls to reverse. Best done with two people, one at the shifter and one to turn the prop and watch for the engagement of the rod.
Do you know if this is happening or not? Many times the reverse lock cam is not positioned correctly (or even installed) on the shift shaft in the LU and when reverse is selected, the sliding side of the cam is not in position and the rod is unable to move upwards to complete the locking process.
If you notice that the rod is not moving upwards fully to close the lock pawls over the pin, you will have to drop the LU to see if it is installed and if it is, that it is in the right position.
