1986 85 hp high idle

started engine after sitting a few yrs, new pump diaphragm and gaskets, primed up it fired on second try. after warm up, it was idling at 1500 rpm, should be around 700-800, throttle plates closed, choke plates wide open, tower shaft adjustment left where it was adjusted last time it ran, no obstructions in the card linkage, only thing I noticed was the fancy see thru fuel filter was installed backwards, and it was not very full of fuel, usually is about half full running, would starving for fuel make engine idle high? Seemed like it was running fine, sounded real good.

I would clean the carbs. When last run were the carbs run dry? Left with old fuel in them too varnish up? Pull the bowls and see if they are varnished. Also when idling is the tower shaft idling screw at its stop?

carbs were drained after last run a few yrs ago, I never leave fuel in them after the season is over, yes the tower shaft screw is at its stop, engine only has about 30 hrs run time after carbs were rebuilt

Running on the hose?
Might need the back pressure from the water??

The linkage pushed all the way back against the stop?
The spring loaded connector can get loose and need adjusting?

running in shallow tub, water level about 3 in above intake, shooting water out of outlet, will have to fire up again and see where all my linkage is while running
