I recently picked up a 1986 9.9 and need some help with the springs on the Swivel Bracket. Here is what I am referring to (items #20 and #21. I assume under item #39, #21 is the smaller spring (#21)

How does one go about re-installing the larger spring (#20). It needs to stretch pretty good to mate up with the bracket and hole, but it is too "strong" to stretch?
Where does the smaller spring go? It was attacheded to the larger spring when I got it, but that does not seem right?
Finally, is the lower unit drain hole opening 10mm?
