Its a loop charged and it won't turn over comptetely. The Lower unit is off and the engine only rotates half-way.It rotates freely for about a 1/4 turn and the other 1/4 it gets a little stiff but it frees up as you turn it more to the end of the turn. I took the heads off and the cylinders are clean, so it must be something internal. There are no holes in the side of the crankcase. Any ideas would be great. I'm going to tear it apart in a few weeks but right now i'm on another project. I just want to get an idea on whether or not its ok for it to be outside in the cold. Thanks.
