1986 Evinrude xp100

Can someone help me out ? I have a 1986 Evinrude XP100. When motor is running, you can hold in the choke and runs great. When you let off the choke it won't hardly run. Like the choke is on.

The carburetors are fouled. Revove, clean, and rebuild them.
