1986 Johnson 110 VRO Tank problem

Went to start the motor after the winter. Charged battery and turned the ignition key. Over heating horn started continuous horn (overheating?) Motor was not even running. Started motor with water ears horn continued. Turned off motor horn continued. Went to local Johnson dealer and he told me to disconnect the two wires from the VRO tank and see if that stopped horn. It did and when reconnected horn restarted. Pulled the VRO tank and drained did not see any water in the tank. Dealer said throw away and buy new tank ($100+.) Electronic parts can not be repaired. I checked with a ohm meter and can't find resistance. Can this unit be repaired or should I just spring for the new tank?

Or should I just drop the VRO and premix?

I have the same type motor but mine is a 90. I don't use the VRO anymore. It burned up the motor and had to be rebuilt before I bought this rig. Everyone on here says to lose the VRO too.

Thanks to those who posted the replies. I did change the oil tank and the problem went away. Seems that there was some sort of contamination that caused it to go bad.
