1986 Kencraft, is there foam under the deck?

I found waterlogged foam in the flotation chamber above deck, does anyone know if there is foam below deck? There is no access port from the gas tank forward. How should I go about accessing that space?

all new boats have foam, required by law. you can cut and access panel. one of those round water proof hatches.
