1987 3.7L 165 (470) No Spark from Coil

Hello

Engine Serial B600931

My boat was running perfectly at the end of summer 2018 and sat stored inside all last season. Took it out this year and I have no spark. Cranks perfectly. I have been following the diagram in service manual#8 and I have tried the following:

Swapped to a spare coil.
New Key Switch (This had to be done anyway)
New Spark Plugs
Tested all plug wires
Tested wire from coil to distributor with a spark tester.
Cleaned points with a file and checked gap.
Tested Voltage at coil and I am only getting 1-3V when key is in ON position.
Tested Res. wire connector at the carb and I am getting 12V.
Tested with tach. wire removed from coil.
Cleaned and spread wiring contacts on harness plug from engine to boat.

Looking for any tips from you 470 folks. Could this be a problem with the slave solenoid or anything else you can think of that I haven't checked?

Points open, key on, voltage at coil + is only 1 to 3 volts. Voltage at choke is 12v.

Means the resistance wire has failed.. Not an unknown failure. Merc sell a resistance wire kit.

napa also sells resistance wire and ballast resistors.
