1987 3cyl 90hp 0B153931 oil/fuel leak

I've got a strange one that i cannot figure out. on the intake manifold, port side there are three bosses that are threaded. These are in the casting and the middle boss is used as the anchor for the throttle arm pivot. The upper and lower bosses, while threaded do not have any fittings installed (new boat/motor to me) so i'm not sure if there are plugs, tubing or anything missing or if they are supposed to be that way.

The problem is this. When running there is un-burnt fuel/oil seeping from the bottom boss. So much that it will collect on the lower unit and makes a good size mess.

Boat runs and idles very good albeit a bit on the rich side. Plugs were wet after last trip out. Floats are at 7/16" and new main inlet jets were installed carbs and lines are all new/good/clean. Compression is good/even on all three cyl.

First Picture: Circle indicates threaded boss with a temp bolt in place to stop seeping oil/fuel. Arrow shows casting behind fuel pump that also has small amount of seeping fuel oil. (pump is off and being rebuilt just for good measure)

Second Picture: Top circle is top threaded boss with nothing in it...this is the way the bottom usually is. Second circle is the middle boss used to anchor the throttle arm.

I've got a Mercury service manual but cannot find or see anything installed in these bosses.
