1987 Evinrude 15 hp fuel supply issue?

Since I first posted about this problem I have some more data. Engine starts easy, idles great, gets on plane no problem, then sputters out and dies. Then won't start for a few minutes. I just did spark gap test, strong spark both jump 9/16". One might have gone further but I shocked the bajeezus out of my hand and called her good. Compression excellent at 120 psi top and bottom. Replaced plugs for the heck of it, bottom cylinder plug is more oily than top. Pump bulb goes soft once running. Pulled boots off plugs while running, shocking myself again in the process, motor runs fine on each cylinder independently. Pretty new to all this but am I correct in assuming something is restricting the flow of fuel? Thinking something in the carburetor since pumping the bulb doesn't get it running. Either that or an electrical component that fails once hot? Frustrating problem since it runs great no matter what on the muffs, I have to take it to the lake which is a pita just to see it fail. Any tips on things to check before I waste another trip to the lake is appreciated!
