1987 evinrude 40hp VRO overheating

I recently got a 1987 40hp VRO evinrude. I was informed the oil injection has been disconnected since new. I had the motor out for a boat ride the other night and I started to get a constant alarm sound from the throttle area. Was told that this is an alert for overheating. The alarm stopped at wide open throttle, and would only sound while trolling slowly, or idling.

I brought the boat home and noticed several problems.

1 cylinder head bolt was missing, and one was completely backed out but didn’t fall out as it was stuck behind the coil. These are the smaller bolts for the water jacket head part.

I plan on changing the thermostat, gasket, and impeller. Is there anything else I should change while I’m in there?

I also noticed a red piece that had a spring pressed against it. I’m not sure what this is for and if it should be changed. As far as I can tell on online diagrams it is a pressure relief valve.
