1987 evinrude 55 comercial wont idle

i have an '87 55 that idles on only the bottom cylinder and dies after i shift into gear unless i have the enrichment circuit open. the top cylinder starts firing if i hold my hand loosly over the carb or if i open up the butterfly valve on the top cylinder. I can see fuel coming out of what i think is the high speed jet when I open up the top carb only and a couple seconds later the second cylinder kicks in and the motoer revs. from about 1/4 throttle up the motor runs fine. I already rebuilt the top carb and cleaned it and replaced the fuel pump but the problen is still there. does anybody know what is wrong?
