1987 force 15HP proper starting help (newbie here)

Hey can someone help me figure out how to properly start my outboard. I squeeze the primer bulb on the gas line till stiff I wait a minute and while in neutral I have to put my throttle at 100% to start it other wise I can pull till my arm falls off it wont start (cold start). then I start lowering the throttle slowly, if I do it to fast it will shut down. Am I doing it correctly?

Should start like this?
Safety switch hooked up.
the primer bulb squeezed untill firm.
Pull choke out.
The set the throttle to the start position.
PULL>
If that doesn't work??
Clean the carb.There are jets in there that get clogged.
If it doesn't idle,the low speed jet is probably clogged.
The air screw should be set at 1 turn out from lightly seated.
Then adjusted after it gets warm.
There are 3 different carbs on that motor? Depending on the serial#s.
Always include any model#s and serial#s in the post.
Check the fuel pump diaphram too.
