1987 OMC Fuel problem?

I have a 1987 OMC 2.7 Sea Drive. I have an intermittent problem with power. The fuel filter on the motor will only fill to about 1/4 full at idle. Under acceleration this does not change. The problem occurs at approx. 3000 rpm. The motor stops accelerating. It will continue to run and will intermittently accelerate but quickly decelerate to 3000 rpm. I have changed all fuel lines from tank filler to tank to motor lines. I inspected inside of fuel tank as best I could but did not see any significant debris. The intake tube for the fuel tank is approx. 3/8 inch brass tube with a V cut in the bottom with no screen around it. I did not replace the primer bulb to the motor. I also have a water seperator filter that was replaced in April. I live in TN and we had a really cold winter. I had approx. 80 gallons of fuel in a 100 gallon tank with the approx. amount of fuel stabilizer added in the fall. I don't know how the water seperator works, if has water in it will it restrict fuel flow? I was wondering about the fuel pump. It is a VRO that has been disconnected. Can the fuel pump work at a limited capacity? Could the problem be electrical? Motor seems to run good other than above 3000 rpm. Check the fuel pressure with a guage at idle. 3 lbs should work
