1987 tilt question

Hello,

I was wondering if anyone could tell me where and/or how to fill the tilt system up on an 1987 4.3 cobra out drive i think it might be low because it take a long time to rise the out drive.

You can fill the reservoir through the fill plug #14, in the picture below.
