1988 220 Mercury laser overheat

Hoping some of the experts can chime in here. Motor runds perfect, stays cool at low speeds however when I throttle up past say 2000 RPM's the engine overheats quickly. I can bring it back down to 1500 RPM's and she will cool back down. I have new thermostats as well as a new water pump in the last two weeks. I have a very strong stream of water out the tell tale. Even tried taking the thermostats out with the same results. My third choice would be the poppet valve which I pulled off and it seemed fine however I have no way of telling by looking at it if it is defective. I have no idea what else, ther than the poppet may be causing the overheat. Also, if it is the poppet, how do I determine iif in fact it is ineffective and needs to be replaced? I am baffled.
