1988 35 hp Mercury 2 stroke Trim/tilt

Trim/ tilt will trim to highest point but will not advance beyond that point. Large ram will not take over to tilt to highest point???

Have you checked your fluid level. Screw on rear of the pump. Full is even with the bottom of the threads that hold the plug you removed in place.

yes I checked oil level. It's full! ///
