1988 35hp force overheating pumps pumping up the tube just not out

well i changed impellers because there was no water coming out the pisser so i changed it out and still no water coming out the pisser the water intake tube is clear water runs all the way to the top of the motor to where it goes in to the thermostat. i open thh thermostat cover on the back and theres no thermostat. so i have water pumping up the pipe and into the thermostat part but no water coming out the other end. does this mean that a water passage in my head is clogged if so how do i remove it.. already hooked it up to the air compressor to blow anything out any helps would be great.

Are you testing deep in a 55 Gal Barrel, Muffs or in a lake Etc? I have found that my 1970 35 hp Chrysler will not pump if it is not deep in the 55 barrel emulating the lake, Etc. 2? higher on jack stands it w/n pump.

Is there any past history of the engine not pumping? Plus, the Tell Tale is the way to see solid cooling water out the side vs back w/o exhaust making it spit.
