1988 35HP timing

can anyone tell me if it is possible to move the timing on 1 cylinder only?
using a timing strobe i found out that
top cyl is firing approx 90-120deg before TDC
how can i cure this?
bottom cyl is firing at the correct time
is it a control box fault?
