This engine was just rebuilt and it starts right up.The problem is it backfires and runs rough at all speeds. It sounds like a lean condition, but I can't adjust the carbs because they are fixed jets for both low and high speed. Any suggestions?

If you didn't clean and rebuild those carbs, do so now. If all else is as it should be (linkages etc), the engine is running lean due to clogged fouled carburetors.<br /><br />If the carbs have been cleaned and rebuilt properly, then I would assume that the throttle butterflies are opening too soon in relation to the timing.<br /><br />The butterflies should just start to open when the scribe mark on the cam is dead center with the carb throttle roller.
