1988 Evinrude 140 Looper

So I have struggled with this boat and it's ability to get up on plane and run at an adequate RPM. I had no luck myself so my boat partner took it to an Evinrude shop. They ran us around and replace coils, vro pump, and now a new prop. The problem is even at full throttle this boat won't go but 5 mph and then all of a sudden this thing takes off like a bat out of hell and will fly like the wind until the throttle is backed off to near idle. Even if you immediately throttle back up your back to crawling until it decides it wants to go again. The shop swears everything checks out and that is has to be the weight of the boat causing the issue. They say that the 1988 Stratos 279V is too heavy with 3 batteries and 2 gas tanks. I call BS! Why would it flip a switch and take off like it does when it decides too. Any ideas?
