I am buying a boat with a 1988 Evinrude 90 vro today. No owners manual.

I know all about winterizing I/O boats.

I plan on fogging the engine, putting stabalizer in the fuel, and changing the lower unit oil.

Do I need to do anything with the water cooling system? Is leaving the motor down enough?

If the motor is used in salt water, it should be flushed with fresh. Store the motor in the down position and the water in the cooling system will drain. Nothing further to do in that regard. The rest of the stuff you mention is all I do for winterizing my outboards.
