1988 Evinrude 90hp v-4 - Little bit hard to start

My 1988 Evinrude 90hp v-4 is a little hard to start. Takes about 5 turns of the key and a little throttle.

Although I don't totally dismiss it, I don't suspect the idle air/fuel mixture screw or slow speed circuit because once it gets running it seems to run pretty good with no missing or hesitation. My first thought is the choke / choke solenoid. Is there a way to test this? What is with the valve and cap on top of it? I have a multi-meter tool.

Thoughts?

I should also should mention that it starts right up once warmed up.

start procedure for that motor, idle speed lever all the way up. pump bulb till hard, turn key to on, pushing on key for an 8 count, then turn key. it should fire up. if not pump bulb again. you can read 12 volts at the primer solenoid, when the key is pressed it. you motor does not have a choke, it has a primer, what this does is inject fuel directly into the intake manifold to start. the lever is a manual activator, if the unit fails. the normal postion is center back over the solenoid body. the valve is for fogging, and decarbing the motor.

For a cold start give about half throttle then pull back once fired up. It will turn over faster and smoke alot less. Every boat is different however. Don't think you have an adjustable idle mix. Some guys swear by the eight count. Key to on, push in choke, count to eight, then crank it.
