Maybe an easy fix but the floats may be sticking. Usually the floats push up on a brass rubber tipped spring loaded plunger or valve this could be gummed up with old fuel and may not be opining all the way starving the carbs of fuel. I would remove the bowls and floats and remove the plunger and clean the parts and make sure the plunger moves freely. won't take long and it is the easiest thing that I can think of to try first.

Dirty carb, common issue, pull it off and clean it.

The bowl is on the bottom of the carb. This carb can be a little tricky to remove. I suggest you find a parts blow up so you can find the three screws needed to remove the starter bracket thingy thats in the way.

Good Day
If you don't know where the bowl is then get your self a service manual and it will tell you how to rebuild your carb.
It's an easy job and "WILL" need a carb kit to do the job right.
