1988 Force 125 tilt questions after changing pump

Hello,

I have changed the pump on my T/T for my motor because it was not moving the motor at all and when in reverse, it would kick up out of the water. After replacing the pump, I still can't get it to build any pressure. I am new to hydraulics (and boating) and have a couple questions. When we opened up the system, the fluid was milky. We tried to get all of the old fluid out. The replacement pump is a Caltric.

I verified that the electric motor is running. I can see the drive shaft spinning. I took the trim motor off and put a screwdriver down into the reservoir and turned the gears in the pump and still could not get fluid to move.

1. Does it matter if I use T/T fluid or 10w-30 NT oil?
2. During troubleshooting, if I take the first stage line out of the bottom of the pump, shouldn't I be able to turn on the pump motor and move fluid through that port? (or does there have to be pressure already in the system?)
3. After filling the reservoir with fluid, and run the pump (up and down), the reservoir is still full. Should that fluid be being circulated into the system?
