1988 Formula LS Spider Swim Platform Plugs?

We recently purchased a 1988 Formula LS Spider in excellent condition, but I have some questions regarding the swim platform and drain plugs on this boat.

The previous owner told me it was necessary to run the two small 3/4" drain plugs on the underside of the swim platform, but after leaving the boat in the Lake over the first weekend we had it, we found that the swim platform was full of water. I'm sure there are probably several points of intrusion for water, but these plugs seem to hold the water in the platform. The boat seemed sluggish and very transom heavy, and took a long time to get on plane which would indicate a lot of extra weight hanging off the transom.

My question to anyone familiar with this hull and platform, is if it's necessary to run those drain plugs, or is it better to leave them out? Would it be better to drill a few more holes to allow the swim platform to vent any water that does leak in there?
