1988 johnson 28 special?

I have a chance to buy an 88, 28 special. Is the 28 a good motor? I have never known anyone who has had one. Also, what makes it different from say a 40hp johnson of the same year?

Ok, I did some more research and I guess what I really want to know is : What is the difference between the 28 and the 35hp motors, and can I make a 28 a 35?
