Howdy Karl and :welcome: to iboats
To start an outboard motor the ground connection is removed from the magneto. To turn the motor off a ground is applied. You need to look at the black wires going to and from the key switch. One of the black wires (magneto) should go to ground (-), and the other will go to the engine magne windings. Use an ohm meter to see if you can find the one with the bad or broken connection.

Find the black yellow wire that comes from the powerpack and touch that to engine ground, if that doesnt kill it your powerpack is busted. If it does kill it then your problem is in the wiring to the key switch, either that black yellow wire has snapped somewhere or the keyswitch has a problem or the -ve ground to the control box is busted.
Lucky you being in Lake Taupo, no need to wash the salt off trailers/motors/fishing rods etc but no snapper either

Another thing to try is to just pull the safety lanyard line if you have one which is separate from the keyswitch, if that kills the engine then its a switch problem you have.
Watch out for those planes crashing in the lake at present.
